Paso Robles couple arrested for child cruelty and substance possession
—Paso Robles couple Daniel Lynn Otis, 30, and Samantha Jean Otis, 30, were arrested on Feb. 1 for multiple charges. Daniel Otis was charged on felony for child cruelty, being under the influence of a controlled substance and possession of methamphetamine and paraphernalia, and Samantha Otis was arrested with the charge of also being under the influence of a controlled substance, according to reports.
The Otis’s have a child less than a year old who is currently with Child Welfare Services. Both the child and Daniel Otis were found at a dumpster near the Paso Robles Food 4 Less at 1:40 a.m. on Feb. 1. Rummaging through a dumpster violates the municipal code, and the police on patrol investigated the situation. Paraphernalia and the controlled substance were near the child and Daniel Otis was under the influence of the controlled substance, confirmed the Paso Robles Police Department. At 8:45 a.m., Daniel Otis was booked into SLO County Jail, according to reports.
Samantha Otis was found at their Veronica Street residence under the influence of a controlled substance and subsequently arrested. Bail for Daniel Otis is $100,000.
