Cuesta College moves forward on Measure L projects
At a meeting earlier this month, the Cuesta College Board of Trustees took the following actions to move the district forward with Measure L projects:
• The board approved a resolution authorizing the issuance of general obligation bonds. On November 4, the registered voters of San Luis Obispo County approved the issuance of $275 million of general obligation bonds. The board approved the district to issue the first series of bonds in a principal amount of $75 million for the purpose of financing the repair, upgrading, acquisition, construction and equipping of various district properties, as well as paying the remaining 2006 certificates of participation and paying the bond issuance costs.
• The board approved the district to retain the architectural services of PMSM Architects for the design of interim program and classroom housing projects on both the San Luis Obispo and North County campuses for $151,350. As of September 2015, the District is mandated to no longer use its modular facilities as instructional buildings. The district responded by developing plans to build the North County Campus Center and the Instructional Building on the San Luis Obispo Campus. To accommodate the temporary displacement of the programs housed in the modulars, interim facilities must be planned and brought into service. The district requested and received a proposal from PMSM Architects to provide architectural services and Department of State Architect coordination for the interim housing project. Construction is set to begin in spring 2015.
• The board approved the district to retain the architectural services of PMSM for the roofing and HVA/C replacement project for $86,150. One of the main items included in Measure L was the repair and renovation of the district’s existing facilities. The first repair items identified are removal and replacement of the roofing and HVA/C systems on the 1100, 4200, 4500 and 4600 buildings of the San Luis Obispo Campus. Construction is slated to take place between the spring and fall of 2015.
Also during the meeting, a presentation was done by the Public Agency Law Group to demonstrate the benefits and detriments of project labor agreements and/or project stabilization agreements (PLA/PSA) for Measure L projects.
